The Civil Society Learning and Training Center (CESC) intends to hire one (1) Consultant to study the challenges faced by Civil Society Organizations in implementing the Anti-Money Laundering and Terrorism Financing legislation.




1. Contextualization

Anti-Money Laundering (ML) and Counter-Terrorism Financing (TF) legislation has been strengthened globally, but its implementation presents significant challenges for Civil Society Organizations (CSOs), especially due to the complexity of the rules, lack of capacity and limited resources. The study aims to identify these challenges and propose solutions that do not compromise the mission of Civil Society Organizations (CSOs).




Within the scope of the Pro-Civico and Human Rights project, implemented by CESC, this study is fundamental to understand the challenges faced by Civil Society Organizations (CSOs) at national and sub-national level in complying with legislation against ML/FT and to propose solutions that promote compliance without compromising their mission and operationality.




The selected consultant will play a crucial role in generating knowledge and formulating practical recommendations to improve the regulatory environment for CSOs at national and sub-national levels.




2. General Objective

Conduct a detailed study on the challenges faced by CSOs in implementing ML/TF legislation and propose recommendations to mitigate these challenges.




3. Specific Objectives

Map and analyze the legal and regulatory framework of ML/FT.

Identify the main challenges faced by CSOs.

Assess the impact of these challenges on the operationality and sustainability of CSOs.

Identify international good practices.

Propose concrete recommendations adapted to the national reality.

4. Scope of the Study

National Level: Analysis of policies and regulations applicable to CSOs.

Sub-National Level: Specific challenges in different regions.




Impact on CSOs: Management, financing and operations.




Good International Practices: Experiences relevant to the Mozambican context.

5. Proposed Methodology

Document review;

Interviews and consultations with CSOs, regulators and experts;

Case studies;

Workshops or focus groups;

Analysis of qualitative data.

6. Expected Products

Initial Report: Work plan and methodology;

Preliminary Report: Initial Findings and Preliminary Recommendations;

Final Report: Detailed analysis, impact and recommendations;

Presentation of Results: Workshops with stakeholders;

Deliveries in printed and digital format, including a secure website with the documents.

Job vacancies

7. Consultant Profile

Master's degree in Social Sciences, Law, Management or related fields;

Minimum of 5 years of relevant experience;

Proven knowledge of the CSO sector in Mozambique;

Experience in multi-stakeholder mediation and facilitation;

Excellent communication skills and proficiency in Portuguese.

8. Client Support

CESC will provide information, facilitate meetings and provide logistical support.




9. Duration and LocationMozambique employment

Duration: 2 months




Location: Maputo, with travel to Niassa and Nampula
